Fredrik Holmqvist e6f4113978 [arm64] Set march to armv8.2-a+fp16, fix posix math 
The march can be reduces later if needed.

Use arm64 optimized math, and set std=c11 so
__FLT_EVAL_METHOD__ is 0 and not 16:
