toml: drop unused recipe. (#11967)

Introduced in 833c50b0a3.
Not required by anything on-tree since cc0acf96d8.

Instead of `toml`, the `tomli` package is the one that's used for most
projects (as is a backport of the `tomllib` module that was added to Python's
standard library in 3.11).

Users should try to `pip install` this, if they need it.
