svgwrite: drop unused recipe. (#11966)

Since its introduction in 5b2c791136
nothing seems to have required it on-tree.

As mentioned in 999d67a3e2 (its last recipe
update), the project is marked as inactive/unmaintained on GitHub

Users should try to `pip install` this, if they need it.
