arrow: drop outdated and unused recipe. (#11928)

`git log --since=2023-08 -S 'arrow_\$'` or `git log --since=2023-08 -S arrow_py`
do not show any usage of this on-tree since it was introduced in
1a145f36ae.

Users should try to `pip install` this, if they need it.
