dukpy: drop outdated and unused recipe. (#11988)

Introduced in 22fd2e572d, but unused by
anything on-tree since e1f4b173a4.

While this needs compilation, it doesn't needs patching (at least for
this version).

Users should try to `pip install` this, if they need it.
