Subject: [PATCH] bash_completion: recipe for 2.3; which breaks haikuporter

The tarball triggers an issue with tarfile
which doesn't handle unicode in filenames:
'ascii' codec can't decode byte 0xc3 in position 44: ordinal not in range(128)
