Subject: [PATCH] importlib_resources: drop outdated and unused recipe.
 (#11936)

Not required on-tree since dc675a224a4f9cd0055e6c52edf97646b48001ab.

`setuptools` uses a vendored version of this now, so we should not
require this stand-alone package any longer.

Users should try to `pip install` this, if they need it.
