python3.13: attempt force rebuild on x86_64 builder. (#12541)
- Replaced some prefix spaces with tabs. - Added pip instructions to the package description. Just some non-functional changes to try and trigger a new build on the x86_64 builder (might fail again if the work-dir still wasn't manually cleaned).
