pypeg2: drop unused recipe. (#11965)

Introduced in 8251b187d4 as a dependency
of `qutebrowser`, but 6d5397902a removed
that depedency.

Nothing else seems to have ever used this on-tree.

Users should try to `pip install` this, if they need it.
