bitstring: drop outdated and unused recipe. (#11926)

Not used on-tree, newer versions has dependencies we don't package.
`git log --since=2020-01 -S bitstring` seems to indicate it was never
actually used on-tree?

Users should try to `pip install` this, if they need it.
