sciteco_curses: new recipe (v2.5.1) ( #13618 )

Currently only the ncurses version is built.
SciTECO can be built against GTK 3, but is unusable with the GTK from HaikuPorts, due to Haiku-specific bugs.
Anyway, in the future there might be a recipe for Gtk as well and it would be called `sciteco_gtk`,
which is consistent with other ports (e.g. FreeBSD and Debian: `sciteco-gtk`).

emacs: also need to handle unmapped keys ( #13630 )
...
If a key combination is not mapped by a keyboard layout, it generates
an unmapped key event instead of a key event. That means that emacs
also needs to handle those unmapped key events. A good example is
Ctrl+/ on a UK or US keyboard: this should run the command "undo" in
emacs, but is currently ignored as it doesn't generate any key event
(only an unmapped key event).
