e557eeb549 cdrtools: bump to 3.02a07. 
* Move man3 pages to the devel package.
* Do not move lib/siconv to devel; keep it in the base package.
* Use "${portVersion/\~/}" instead of hard coded "3.02a07".

d35e17ec4a xmlto: add TEST with "make check", add cmd:cmp to BUILD_PREREQUIRES. 
cmd:cmp is required for running "make check".
