I tested one basic benchmark, it went from ~613ms
to ~89ms, so this is quite the difference.

numpy: update to version 2.2.1. ( #11534 )

Known incompatibilities on-tree were already solved, and I was able to build
scipy 1.15.1 against this new version (updated scipy recipe still WIP).
If anything breaks, is surely on outdated software, and we should fix that
instead of keeping numpy on an older version.

module_build: add support for HAIKU_USE_VENDOR_DIRECTORIES
...
So that recipes using Module::Build don't need to specify that in their
recipes. Ironically, Module::Build itself doesn't profit from that, because its
build script overrides the default, so we have to set it on the command line
still (or alternatively patch the build file).
Also, unset the variable for tests, otherwise a test would have to be patched
too.
