* as Ingo has pointed out, providing a source package for this
doesn't make any sense and the special source packages required
for the bootstrap image should better be handled as a different
kind of package

Re-enable source package for ca_root_certificates.
...
* curl depends on the root certificates, so we need to build a source
package for those in order to make them available in the bootstrap
image
