4f21ff61d6 atk: remove obsolete recipes, drop Python 2.x requirement. (#8768) 
It only ever needed Python indirectly (via meson).

All recipes requing atk do so by using "libatk_1.0$secondaryArchSuffix".

Passes all tests in TESTS().

e480eb466e libpurple: switch to Python 3.9. (#8715) 
Removed the commented out lib:perl requirement.

The warning haikuporter gives is an spurious one related to the "perl.so" this
packages includes under "$libDir/purple-2/".

We might want to rev-bump the following packages that directly depend on libpurple:

- chat_o_matic
- bitlbee
- purple_discord

ad6ca3b511 icu70: enable for x86_64 and x86 (#8118) 
This is needed for texlive_core 2023.

Also add a conflict for the devel package with icu66_devel. Others, like icu67 should be added as
well, when they are made available.
