python 2.6.8: Fix python-config

Python was looking for its config header in the wrong directory
(<prefix>/include).

Convert python 2.6.8 recipe to an actual recipe
...
Some additional patching was required to get things to build (among
other things the bz2, ssl, and related modules). Remove superfluous
Modules/timemodule.c patch.
