Fixed libebml patch. The .bep file is not building a package since DESTDIR isn't supported, so a DESTDIR hack to the makefile may be needed as well.

Fixed almp3 .bep file so that it actually builds now, but it's probably not correct. It's creating a libalmp3.so and libalmp3.a, but probably only one
...
of these is correct. TODO: Figure out which one is correct and add a better patch so that it correctly builds the other one.

experience in this regard should have a look)
* regrtest.py not adjusted as it crashes on test_resource
(before that is not fixed there's no use adding tests to skip)
