libarchive: update to version 3.7.9. ( #12408 )

* libarchive: update to version 3.7.9.
- Function "readpassphrase" is correctly detected now, so can remove
the "ac_vc_func_*" hack.
- Added missing _devel requirements, that should fix detection/usage
of libarchive via pkg-config (like for the muon recipe).
- Split commands into a _tools package.
- Removed unnecessary library search paths from libarchive.pc.
* Update app-arch/libarchive/libarchive-3.7.9.recipe

brotli: minor clean up, drop Python 3.9. ( #11724 )

As current TEST() produces no output, tried modifing it in several ways:
calling ctest, make -C tests test, etc, etc. Mostly got zero test runs, except
once that I got:
> 0% tests passed, 14 tests failed out of 14
but couldn't reproduce :-/
Help on figuring out what's the proper way to execute tests much appreciated.
Smoke tested on beta5 64 bits, both on `python3.10` and with `links` (that requires brotli).

Gentoo patches from:
https://gitweb.gentoo.org/repo/gentoo.git/tree/app-arch/xar
and Fedora's from:
https://src.fedoraproject.org/rpms/xar/tree/rawhide
The tarball contains some more patches by Apple (under "patches/").
Haven't looked into applying them (at least hash.diff might be needed for
compatibility with xar achives made with the macOS version, if I'm not mistaken).
Surely there are cleaner ways to replace my "fixes". Exercise for the reader.
Only tested in beta5 TC0, 64 bits.

Apparently, the release tarballs are compromised and contain a backdoor.
This mitigates CVE-2024-3094. (even if Haiku is probably not affected by it)
