pandas: recipe cleanup, drop _python39 package. ( #11513 )

This version fails to build against Cython >= 3, but newer pandas versions
require numpy > 2. So just disable it for now until the needed dependencies
get sorted out.
(this should not break things on-tree, as nothing currently requires pandas)

Fixes #11300
Still not fully functional, though (tends to hang quite easily).
Added a `ReleaseType` option/variable, so one can switch between
"Release" (disabling the building of a debuginfo package)
or "RelWithDebInfo" (and including the debuginfo package).
Now that HaikuPorter includes a check for that, seems like a good
option.

Had to add a patch to avoid a couple of instances of:
`error: invalid application of 'sizeof' to incomplete type 'char []'`
related to the `d_name` field of the `dirent` structure.
(no idea how it got build before without a patch).
