ffmpeg: fix ffserver.conf path, include docs
...
* Patch the hard-coded /etc/ffserver.conf path and declare it as
global writable file.
* Build the documentation.
* Also include ffserver.conf as a documentation file. It requires
editing, so we can't include it as a default settings file.
