gettext-dev .bep which works on current Haiku nightlies. Significantly

simpler than the previous attempt from Alpha 3, passes as many tests as
the runtime and appears functional when used by other ports that depend on it.

This .patch/.bep will build a "fully functioning" command line VLC. As

in it does nothing as we have no interface/audio/video out. But it
passes tests and has a working libvlc.
Only tested building on a GCC4 system, not a gcc2hybrid yet. Need to
fix gettext-dev before I can fully populate the .bep with every
depdendency to ensure full functionality will build for everyone.

GPL-only. Haiku uses an LGPL build for the media kit addons, so we need
seperate .beps
