51b146c1c3 python/setuptools: Bump for riscv64 rebuild 
* riscv64 is missing setuptools_python39. it was probably bootstrapped
* Instead of removing essential packages from the riscv64 repo, and
  rebuilding it by hand, just bump rev.

b11907bdf4 setuptools: update to version 68.2.2, add support for Python 3.12. (#9613) 
removed the `export SETUPTOOLS_USE_DISTUTILS=local`, as that's the
default behavior (again) since 60.0.0.
