libigloo: remove unneeded build deps. Kudos to korli for the trick. ( #12248 )

This side-steps the issue of ./configure thinking that some files got
modified, and thus wanting to call automake, when the work-dirs are in
a BFS volume.

Also: added libtoolize as depedency, as build was still failing
without it for Begasus, despite it working fine for me on two different
installs (beta5 and a "clean" nighly). No idea what the issue might be.
