module_build: add support for HAIKU_USE_VENDOR_DIRECTORIES
...
So that recipes using Module::Build don't need to specify that in their
recipes. Ironically, Module::Build itself doesn't profit from that, because its
build script overrides the default, so we have to set it on the command line
still (or alternatively patch the build file).
Also, unset the variable for tests, otherwise a test would have to be patched
too.

As current TEST() produces no output, tried modifing it in several ways:
calling ctest, make -C tests test, etc, etc. Mostly got zero test runs, except
once that I got:
> 0% tests passed, 14 tests failed out of 14
but couldn't reproduce :-/
Help on figuring out what's the proper way to execute tests much appreciated.
Smoke tested on beta5 64 bits, both on `python3.10` and with `links` (that requires brotli).

gcc: enable libasan and libubsan

This allows to use GCC address and undefined behavior sanitizers.
ASLR must be disabled for the address sanitizer to work (otherwise there
is an mmap failure during initialization).
The implementation is based on the existing ones for other POSIX-ish
operating systems (mainly Linux, FreeBSD, NetBSD, as seemed
appropriate). The main difficulty is that the sanitizer intercepts
various C library calls but also needs the original functions. This is
implemented either by direct syscalls (when simple enough), or with
dlopen to locate the original symbol in libroot.
Only lightly tested, but it already allowed me to find a bug in one of
my projects.
