* Move man3 pages to the devel package.
* Do not move lib/siconv to devel; keep it in the base package.
* Use "${portVersion/\~/}" instead of hard coded "3.02a07".
* Use "${portVersion%\~*}" instead of hard coded "3.02".
* Add TEST() with "make tests".
* Update COPYRIGHT.
