* Update [BUILD_]REQUIRES.
* Add GLOBAL_WRITABLE_FILES, USER_SETTINGS_FILES, POST_INSTALL_SCRIPTS,
  and PACKAGE_USERS attributes.
* Change global settings directory back to $sysconfDir/ssh (as expected
  by sshd_keymaker.sh).
