Both needed to be rebuilt.

* fRiss:
 - improved DESCRIPTION
 - added REQUIRES
 - added BUILD_PREREQUIRES
 - made the conditional in BUILD work
 - builds on x86, but crashes

* Weather:
 - Updated to newer srcGitRev
