fbrosson 18eb44bf4f libpsl: bump to 0.20.2. ...

* Add lib:libiconv and lib:libintl to REQUIRES.
* Drop the patchset (C89 fixes for gcc2 compatibility) as upstream
  has made the required changes for it.
* "make check" does not build yet with gcc2 but the changes for this
  would be much bigger. Hopefully, all tests are OK on x86{,_64}.
