OscarL 7d44f0eb44 tor: update to version 0.4.7.13 (#8696) ...

Adds support for autostarting tor at boot, as in PR #3364, but
following the suggestions there, it does so only if the user
creates a file named:

~/config/settings/tor_proxy_autostart
