OscarL d34c109b75 pretend: drop unused recipe. (#11962) 
I couldn't find any usage on-tree for `pretend` since its introduction in
600dd392ea (`git log --since=2018-11 -S pretend_`
gave no results).

Users should try to `pip install` this, if they need it.
