Re-enable source package for ca_root_certificates.

the libs that the .m4 files come from get proper recipes written.
Also the sed hacking can probably be done in a cleaner way, but it works for now.

* this fixes the wrong recipe names introduced by myself in #d525fee
* adjust patch names to match corresponding recipes
* additionally: create 'additional-files' folders as hint to some
