perl: fix build on beta 5 and newer, install man pages

The Configure script apparently detects memrchr now, but uses -std=c99 by
default, so it isn't actually available (it is guarded with _DEFAULT_SOURCE).
Use -std=gnu99 explicitly instead.
Also, set the site and vendor man directories.
Otherwise, packages which install man pages will install them into $prefix/man.
(Although perl packages using ExtUtils::MakeMaker still don't install man pages, it seems.)
Put the man pages of perl itself into a doc subpackage.

haikuporter runs in a gcc2 environment when not building secondaryArch packages
on x86_gcc2, so some additional environment changes are needed so that gcc-x86
actually works.

module_build: fix tests, remove optional test dependencies
...
Tests which invoke make or gcc are skipped properly if they are not found.
So these aren't really needed. Also, gcc would need further changes to
actually work on x86 (see the next commit).
