7666ccdc9f icu: Add patch to fix race condition in parallel builds. 
The yearistype.sh script did not depend on the extraction of the tzdata
archive.

f63124f3c5 Split flare's data package into its own recipe. 
I learned that by PulkoMandy's comment on the GCI task to port openarena:
"With what you did, there will be one data package for each architecture
we compile the game for. This means a waste of space on our servers to
store the data several times.
The data should be a separate recipe as it is done for the openttd game
(see the openttd_sfx recipe for example)."

The freealut recipe now compiles and creates hpkgs and the original source URL was a dead link, so the mirror from ftp.debian.org was used instead.

6e2e721048 gnuplot: add gdlib_config as build dependency. 
* now that gdlib-config is in the gd devel package, this
  will pull in all the needed dependencies automatically
* this gives us additional terminal types for gif, png,
  jpeg, etc.
